पश्चात् अन्ये शेषभूताश्च धर्मा: ।

Paschatt anye sheshbootasch dharmah

Meaning: First and foremost, the God propounded Rajdharma (Righteous code of statecraft ) and after that, included the various Samhitas (tenets) of Dharma.
